These terms govern access to ibcsc.be, account creation and the use of publishing, application, contact and reporting services.

The service is provided by the Institut Belge de Cybersécurité Citoyenne ASBL, Rue André Lafaille 6, box 012, 6031 Monceau-sur-Sambre, Belgium, enterprise number 1039.889.191. These terms define rights and obligations for browsing the site and using its features.
Use of public pages is subject to the use and security rules stated here. Account creation or publication requires express acceptance of the current terms. A user acting for a company or organisation states that they have authority to represent it for the service used.
The website publishes prevention information, accepts enquiries and reports, and provides a platform focused on IT employment, services and computer-equipment sales. IBCSC supplies technical infrastructure and moderation but is not a party to employment, services, sales or payments agreed between users.
Public pages are available without an account. Publishing functions require a valid email address and active account. Users must have the necessary legal capacity or, where required, the permission of a legal representative. Features must not be used to circumvent rules protecting minors.
Registration information must be accurate and kept up to date. An account is personal; its holder must protect the password, not share it and promptly notify IBCSC of unauthorised use. The Institute may require a reset or temporarily suspend access where a security risk is identified.
The author selects and supplies published content. They warrant that they hold all necessary rights and permissions, that information is genuine, sufficiently accurate, lawful and current, and that it does not infringe privacy, reputation, intellectual property or third-party rights.
Users retain rights in their text and images. To operate the service, they grant IBCSC a non-exclusive, royalty-free licence limited to the publication period to host, technically reproduce, resize, display, classify and moderate content on the site. It ends after removal, subject to temporary backups and legal duties.
An offer must relate to a genuine opportunity, correctly identify the employer or authorised recruiter, and fairly describe the role, location, work arrangement and material terms. It may not impose unlawful discriminatory criteria, charge a candidate to access recruitment, conceal illegal activity or use applications to collect unrelated data.
Stated skills, experience, availability, qualifications and references must be supportable. Users may not publish a former employer’s confidential information, another person’s CV or contact details without permission, or offer a regulated service without meeting applicable legal requirements.
Sellers must be entitled to dispose of the item and fairly describe its condition, known defects, specifications, price and proposed terms. Stolen, counterfeit, dangerous or recalled goods, devices containing data the seller may not control, credentials, malware and any unlawfully sold product are prohibited.
The site may not be used to commit or facilitate an offence, mislead a user, compromise security or disrupt the service.
Results are primarily ordered by publication date and then refined using categories, searches and filters selected by the user. IBCSC currently offers no paid placement and uses no advertising profile to rank listings. A listing may become less visible when it expires, closes, is rejected or removed.
Content may be held for review by an authorised person. IBCSC may request corrections, change a category without altering meaning, refuse publication, reduce visibility, suspend or remove content that conflicts with law, these terms, security or the service purpose. Approval does not certify the author, offer or item.
Anyone may report content believed to be illegal or contrary to these terms through the contact form or info@ibcsc.be. The notice should give the exact URL, specific reasons, the notifier’s name and email where legally permitted, and a good-faith statement. The affected author may request review by replying to the notice or contacting IBCSC with relevant evidence.
Users verify the identity and capacity of their counterpart, the organisation, employment or service terms, condition of equipment and payment security. They agree and perform commitments directly. IBCSC does not control external communications and does not guarantee solvency, competence, delivery or recruitment.
Technical content is defensive, educational and preventive. It grants no permission to scan, test, circumvent protection or access a third-party system. Research and verification must remain within express authorisation and applicable law.
IBCSC seeks to maintain a safe and useful service but may modify, suspend or discontinue it for technical, legal or organisational reasons. To the extent permitted by law, the Institute is not liable for decisions based solely on informational content, user acts or the failure of a relationship, recruitment or transaction. Nothing excludes liability for fraud, gross negligence or a mandatory rule.
IBCSC may suspend or close an account for a serious or repeated breach, manifestly illegal content, fraud, security risk or legal duty. Prior warning is given where circumstances permit. Users may delete their account in their personal area; data is then handled under the Privacy policy.
Accounts, applications and listings involve processing described in the Privacy policy. The session cookie and local storage are described in the Cookie policy. Those documents should be read with these terms.
These terms are governed by Belgian law without depriving consumers of mandatory protections. Users should contact info@ibcsc.be first to seek an amicable solution. Failing that, jurisdiction is determined by the applicable legal rules. IBCSC may amend the terms for service or legal developments and will give appropriate notice of material changes.
Each employer writes and publishes its own vacancies. Each candidate creates a profile, chooses vacancies and initiates each application. IBCSC does not search for or preselect candidates on an employer’s behalf, negotiate contracts or make hiring decisions.
